Development Plans

Phase 1

Phase 1 is the first step in a larger vision — a cultural cruise destination and visitor gateway on West Douglas, supported by the infrastructure a destination needs to welcome visitors and serve the community.

Two Large-Ship Berths

Marine infrastructure for cruise vessels, with planned shore power.

Welcome Center

A central arrival point for guests and connections to transportation and visitor experiences.

Small Boat & Tour Boat Access

Marine facilities supporting smaller vessels and water-based visitor transportation.

Roads & Parking

New site access, circulation, transportation, and parking infrastructure.

Water & Wastewater

Utility investment to support project operations and future needs for the area.

Electrical & Shore Power

New electrical infrastructure and planned shore power for cruise vessels.

Phase 1 is the current project under review and development. Future concepts are separate and would undergo additional planning and permitting processes.

What Is Not Phase 1

The broader Goldbelt Aaní vision may include additional visitor experiences, cultural programming, recreation, retail, hospitality and other destination concepts over time. Unless specifically identified in the current project scope, these ideas are future concepts and would be subject to additional planning, engagement, environmental review and permitting.

Why the Infrastructure Matters

Phase 1 is designed to meet the needs of the destination while creating infrastructure with potential long-term value for West Douglas. Investments in utilities, electrical capacity, transportation and marine access can help create a foundation for future opportunities beyond the immediate project.

Project Location

Goldbelt Aaní is located on Goldbelt-owned ANCSA lands on the west side of Douglas Island along Stephens Passage, approximately 9 miles northwest of downtown Juneau. The site combines deepwater marine access with space for phased infrastructure and visitor-management planning.
